getting error -1:Host name look up failed. when calling web service

   Hi

   I am having a issue WSDL2RPG in AS400 which is in Japan

   When i call a web service i get following error

    -1: Host name look up failed.

   This is the message detail

   This error occurs when job ccsid is 65535, when i change it to 5535 or
   37 it works.
   But when i test this same program on our USA AS400 machine with CCSID
   65535 it works without issue,
   What may be the reason we are getting is error in Japan, how can i
   debug it,
