The INSTALL program automatically runs MKEXPATCL if you tell it you want 
to build Expat support...  I don't see why you'd run this manually.

EXAMPLE2 is trying to create a file in the IFS called '/tmp/testpost.html' 
(look at the code!) you apparently don't have authority to create that 
file.

HTTPAPI will do those things, and includes many sample programs.

The only other alternative that I'm aware of is Brad Stone's (commercial) 
product called GETURI.  http://www.bvstools.com
