If by "secure FTP" you mean SSL encrypted FTP, no it does not.

You might try HTTPAPI -- it's not FTP, it's HTTP...  but that's quickly 
becoming the standard way to talk to banks and similar entities.  Unlike 
FTPAPI, the HTTP version does support SSL and digital certificates 
(including client authentication) so you can get a secure connection with 
your bank.
