You appear to be confusing milliseconds and microseconds. %Diff using *MSECONDS gives _ micro seconds_ not milliseconds. So dividing by 1,000,000 is correct. Two other points. That URL should be: Servername.company.com:1234/api/ProcessMessage?custID=GPD&facility=01 surely?
The "?" introduces the query string. "&"s separate the parameters.

What does the HTTPAPI debug log show? If it is a certificate issue it will show there. Are you certain the service is available? How did you verify that?
