Recommendation for Currency Converter

I'm looking for a soap web service to retrieve currency rates from the European Central Bank. Around 4 years ago I was able to get working a free currency web service called KOWABUNGA. That seemed to work to get exchange rates. I shut off the scheduled job to retrieve the currency about 1.5 years ago as we never did anything with that project. I am now looking to start it up again, but I think that web service is no longer in existence. I want to retrieve once a day after the European markets shut down. Any recommendations for a free or low cost site?
