You have to get the access key (license), you will have to add your
account, you will need a copy of one of the 3 latest invoices from ups
and you will have to enter data from the invoice and then you will get
the access key.

When I signed up for UPS (granted, this was many years ago) I received 
the license, userid and password in an e-mail after signing up.

Perhaps they discontinued the license, and it's no longer needed?  Or 
perhaps they forgot to send it to you?  Not sure.
