I had an issue (don't remember the exact error message) were the web
service did not work.
I played around with request a bit and it worked when I took the
encoding out. When I put the encoding back in it did not work again.

Please explain this response. encoding="iso-8859-1" is the default
encoding of an XML document, per the standards. Removing that attribute
shouldn't have any effect whatsoever, since you're telling it to fall
back to the default -- and iso-8859-1 _is_ the default.
