Can you tell me if there is a change log for the different versions of HTTPAPI? I am using version 4.1 currently but we are upgrading our system to V7R4 and was just wondering if I need to upgrade the HTTPAPI to the latest 4.5 version.

I assume you mean versions 1.41 vs 1.45? there are no 4.1 or 4.5 versions.
There is a member named CHANGELOG in the QRPGLESRC provided with HTTPAPI that lists the changes made in each version.
